Turn on Nighttime quiet hours in the Display section of the settings page, set the From and to times and a Night level, and the ticker drops to that level during the window and returns to the daytime Brightness after it. Crossing midnight is fine. The ticker takes the time from its server and the zone from your phone the first time you open the page. See quiet-hours.
